VENTNOR – The city is planning to hire an assistant comptroller to beef up the Finance Department, Mayor Beth Holtzman said Wednesday morning. The city will also hire a deputy clerk, seasonal employees and an intern.

The agenda for the April 22 Board of Commissioners meeting includes approving an intergovernmental transfer for Amy Stover to serve as assistant comptroller in the Finance Department starting May 10. Stover, who currently works as assistant comptroller for Atlantic County government, will earn $92,000 annually with no benefits.

The hire will save the city nearly $70,000, Holtzman said.

“Two months ago, we advertised for three accountants in the Finance Department and agreed we would hire two of them to replace two employees who left,” Holtzman said. “But we want to build up the Finance Department to be a strong department for the future. The backbone of any business is finance.”

Holtzman said the city started the process of improving the department two years ago by hiring Albert Stanley as chief financial officer.

“Although Al does a phenomenal job, including mentoring other city employees, we can’t have the department be vulnerable with only one highly qualified individual,” she said. “So instead of hiring two accountants with an average salary of $50,000 each, plus 62% in benefits, which we budgeted for, we will go with one highly qualified candidate who will be a huge asset to the city.”

Stover has worked for Atlantic County for 28 years, 22 of them in finance, said Holtzman, who also works in the county’s Finance Department. Stover worked her way up and holds county CFO certification. She has experience in bonding, grants, investments, general ledger and year-end closings, Holtzman said.

“She is beyond qualified and very well-rounded,” she said. “To get someone of her caliber is a major win for the city.”

The city will also appoint Cinthia Fiorentino as deputy clerk/deputy registrar, effective May 10, at a salary of $50,000. The city is also hiring seasonal workers, including temporary medical technicians who will work on the beach, a part-time Public Works employee, and an intern.
