LONGPORT – With the summer season in the rear view mirror, the borough is looking forward to the 2022 summer season. On Dec. 15, the Board of Commissioners announced it would accept bids for its summer season beach vending license early in the New Year. Contractors will be required to submit their bid to sell ice cream products and water according to a pre-approved schedule of products and prices.

The minimum bid for the contract is $27,000, which the commissioners agreed to at their last work session. The bid amount is $2,000 more than last year’s minimum bid amount, but $1,100 lower than last year’s contract.

Sealed bids to sell ice cream on the beach between May 15 and Oct. 14 are due to the Borough Clerk’s Office by 1 p.m. on Jan. 11, 2022. The successful bidder can have up to five employees and all will be required to submit to a background investigation by borough police. The contractor will also have the option to renew their contract for the 2023 season with a 5% increase over the 2022 contract amount.

A vendor interested in bidding on the contract told borough officials the price list should be revised to allow a 15% increase over 2021 rates charged for individual items. The price list matches prices in neighboring Margate and is approved annually by resolution, Solicitor Michael Affanato said.

Borough Administrator A. Scott Porter said last year’s ice cream sales went smoothly and the borough received no complaints.

In other business, the board reappointed Porter as municipal administrator for a one-year term at the rate of $47.27 per hour. Porter works on a part-time basis.

The board also reappointed Monica Kyle as borough clerk for a three-year term, effective Jan. 16, 2022. Kyle was first certified as a registered municipal clerk on Oct. 14, 2015, and has satisfied continuing education requirements to maintain certification. The reappointment indicates Kyle has attained tenure according to state regulations.

Other annual appointments include:

  • Solicitor – Michael Affanato of Affanato Marut, LLC, $30,000
  • Alternate Solicitor/Tax Appeal Attorney – Pacifico “Pat” Agnellini, $25,000
  • Special Labor Counsel – Russell Lichtenstein of Cooper Levenson, $15,000/$235 per hour
  • General Litigation Counsel – Russell Lichtenstein, $7,500/$235 per hour
  • Prosecutor – Carl Tripician, based on salary ordinance
  • Public Defender – Swift Law Firm, $5,600
  • Risk Management Consultant – Dave Miller of CJ Adams, $5,900
  • Auditor – Michael Garcia of Ford-Scott Associates, $32,500

Other annual contracts:

  • Website Maintenance – City Connections, LLC, $5,850
  • Water Testing – Garden State Laboratories, Inc. $11,500

The board also set the municipal services fee for the Longport Public Library at $50,000. The fee allows the borough to provide certain municipal services to the Library Board, such as payroll, maintenance, use of copier machine and postage meter, cleaning services, storage space, utilities, and use of certain borough facilities such as the Centennial Room, Commission Chambers, park gazebo and Community Center.
